Workshop report: Improving democratic governance and state-society relations

Workshop Gender cluster: Local Civil Society Workshops in Sierra Leone

On 10 and 11 March 2009, International Alert hosted two local workshops in Bo and Makeni, Sierra Leone, in partnership with Women’s Partnership for Justice and Peace (WPJP) and Grassroots Empowerment for Self-Reliance (GEMS). The workshops combined sensitisation on UNSCR 1325 and discussion of public perceptions of security. Each workshop began with presentations on UNSCR 1325 and the Justice and Security Sector Reform (JSSR) process in Sierra Leone. Workshop Democratisation Cluster: Civil Society Espace d’Echange

The Initiative for Peacebuilding and International Alert are supporting a three-day Espace d’Echange dialogue session from 2-4 March where members of Congolese civil society from different parts of the DRC will come together in Kinshasa to discuss key ideas around the decentralisation process. Organised by the Congolese NGO SERACOB, the meeting will give participants the chance to exchange information, share lessons and conclusions from experiences in different provinces and develop advocacy messages for dissemination to relevant stakeholders. A one-day workshop was conducted by International Alert as part of the Initiative for Peacebuilding, funded by the European Commission, to encourage greater participation of civil society actors, particularly women, in the International Colloquium on Women’s Leadership, Empowerment, Peace and Security, held 7-8 March 2009 in Monrovia. Gathering over 30 members of the NGO community from cross Liberia, this workshop discussed Colloquium themes and reached consensus on key advocacy messages to be raised by participants at the Colloquium. Workshop: Neighborhood Cooperation and Bridge-Building Peace Policy: The Role of Slovenia

23.-30 November 2008 in Ljubljana, Ig, Novo Mesto and Postojna.

The in-country seminar in Slovenia formed part of a 7-day student exchange Workshop examining “Neighbourhood Cooperation and Bridge-Building Peace Policy: The Role of Slovenia”, hosted by the University of Ljubljana. Organized by the Institute for Peace Research and Security Policy at the University of Hamburg (IFSH), the aim is to develop an Academic Network of South East Europe, with a focus on peacebuilding within the educational curricula.

PDCI provided a presentation on conflict prevention and peacebuilding practice, main findings from other IfP case studies, EU peacebuilding policies and practice, as well as the Initiative for Peacebuilding project. The IfP case study researchers focused on opportunities and challenges of Slovenian ODA processes as well as analysis of public knowledge of and support for Slovenian participation in international development cooperation. Public support for participation in international peace missions has declined in recent years and indicates a strong need for further education about peacebuilding and ODA in Slovenian society. Workshop: Cooperation for international development and peacebuilding policy: Bulgarian contribution

Partners Bulgaria Foundation organised a roundtable on “Cooperation for international development and peacebuilding policy: Bulgarian contribution” in cooperation with the national Non-Governmental Development Organisation (NGDO) Platform in Sofia on 19 November 2008. Speakers included a representative of the Bulgarian Ministry for Foreign Affairs (Ivan Spasov), PDCI (Kristin van der Leest), Non-Violent Peaceforce (Alessandro Rossi), Partners Bulgaria Foundation (Vessela Gertcheva) and the NGDO Platform (Dimitar Sotirov). Representatives from UNDP, NGOs, academic institutions and MFA working groups on ODA participated in the event.

The event was organised in order to disseminate the IfP Bulgarian Case Study on peacebuilding within Bulgaria’s International Development Cooperation policies and discuss recommendations, particularly those aimed at enhancing civil society participation in ODA planning, implementation and evaluation processes. Presentations focused on presenting best practices and findings from other Case Study countries as well as an overview of conflict prevention theory and practice. MORE>>

Partners Poland Foundation and the co-organised a one-day seminar in Slubice on 24 October 2008 to discuss active civil society participation at local level in Poland Following a presentation on Polish ODA priorities, Partners Poland led a workshop on Poland’s ODA policies and the impact of ODA in recipient countries by focusing on FPP’s project work on improving business opportunities for women in Kosovo. Partners highlighted peacebuilding components of their work, including emphasis on promoting democratic development, economic sustainability and women’s human rights. PDCI highlighted the importance of civil society participation in government policy processes, including on development cooperation within Poland and in recipient countries.

Participants represented local civil society organisations and development organisations, including the national-level development NGO platform. Knowledge of Polish ODA priorities and activities varied among participants, pointing to further opportunities for promoting ODA processes and peacebuilding among civil society in Poland. MORE>>


Focus Groups: South Kivu, DRC October 2008

During the focus group discussions, participants were asked to share their opinions on the democratisation process underway in the DRC, in particular whether they had voted in the elections in 2006 and whether they were planning to vote in the local elections next year. They were encouraged to describe the most important concerns facing them in their day-to-day lives, which local authorities they saw as key to resolving these problems and whether they had engaged in advocacy or tried to influence the decisions of local authorities. They were also asked how they got information and how they communicated with the authorities. MORE>>
